Descriptionwhen splitting a region, the second part of the regions seems to be delayed by a few milliseconds. at least this is what the waveforms suggest.

 Confirmed in 2.0-ongoing and 3.0 SVN. It happens on all zoom levels except the most zoomed-in.

I've added a relation to 0003514, not because it has anything to do with splitting, but because there is obviously an odd offset at the highest zoom levels causing a mixture of problems.

no, i can't reproduce this (nor did i ever notice the bug before, but that may have been my good luck, or carelessness).
