Summary0008348: Cut and paste causes region layering to change
DescriptionOrdering of layers can change when they are moved using cut and paste.
In practice, this means a user might choose 'vocals take 4' while editing their track, but during an unrelated edit operation, maybe 'vocals take 1' is moved to the top without the user noticing or wanting that.
Steps To ReproduceRecord 3 regions in the same track. Note which one is on top.
Select them with CTRL+SHIFT+E, then use ctrl+x to copy them.
Move the playhead and use ctrl+v to paste them.
The region on top may now be a different region.

I recorded a video of the issue as well. The bugtracker doesn't accept the 1.8MB .webm file though. If the video will be useful I could upload it as a private Youtube video and share the link.
