Summary	0007013: Add preference to "glue" new markers/locations to BBT time by default
Description	Some users may prefer to have locations/markers glued to BBT time by default. I can't find a preference that enables this to occur automatically. The Locations window must be accessed each time to glue the location/marker to BBT time.
