Open a new session
Create an empty track
Disable the feed to the master bus and any mixbuses
Disconnect the input
Route the output of mixbus 1 to the input of the track.

Note the feedback light will come on, even though there is no feedback in this case. (see screenshot 1)

At this point you can record the output of mixbus 1 if desired.

Save the session and quit

Reopen the session. Note that the feedback indicator is still on AND all the gain reduction meters and limiter meters are pegged on the mixbuses and master bus. (see screenshot 2)

Disconnect mixbus 1 out from the track input and the meters will go back to normal.

I'm pretty sure this is a won't fix.

All tracks always feed all mixbusses (even if the current gain/assignment is off).
The process-graph has cycles.

If you make the loop connection, Mixbus leavs the *old* graph in place and lights the "feedback" indicator.

This is to allows temporary screw-ups (live mixing) and resolve the connection without audible interrupt.
After session load, no prior graph exists and the behavior is undefined.
