Summary	0006424: Generic Midi Control: Pitch bend toggle action is button type and not controller type
Description	if the control is set to "toggle" the value will toggle from full scale to zero every time the slider is moved above half way. It should be full scale if the slider is more than half and zero if the slider is less than half way.
