Summary0004578: Create patch change does not create a patch change.
DescriptionCreate a new session. Create a new MIDI track. Create a region. Right-click within the region -> MIDI -> insert patch change. The patch change dialog opens. Clicking OK does not insert a patch change.
Additional InformationI observed this first in the attached session, but it's true in new sessions as well.
