No, it is not mandatory. ProTools became extremely successful without pitch shifting capabilities, which were added later.

Anyway, Ardour does have pitch shifting facilities. It has real time pitch shift care of the plugins recommended on the web site (in particular the "swh" set from Steve Harris). It also has edit-driven pitch shifting that uses libsoundtouch. The results from this are not bad, but there are problems with the length of the result. We are waiting for a fix from the author of libsoundtouch.

Finally, pitch shifting is a very complex piece of audio engineering. There are entire companies built around pitch shifting technology alone. The Ardour project, with the rough equivalent of about 1.5 full time developers, cannot possibly compete with the proprietary pitch shifting offered by Melodyne or Ableton Live or even Acid at this time. We hope that an open source technology will emerge that works as well as these tools, and when it does, we will use it. Alternatively, perhaps a rich benefactor will buy us a license to use proprietary technology as a binary "plugin".

Is it possible to implement soundtouch library (with a nice gui and beat calculator) into ardour to have a nice pitch shift and good time stretch feature then?

The Rubber Band library features a pitch shifter plugin. That library is used for proper time shifting also.
