Summary0001109: Some dialogs (cleanup, flush, recent) should stay in the front
DescriptionThe "cleanup" dialog,
the "flush_wastebasket" dialog
and the "recent" dialog (and maybe others?)
can be sent background.

I think they should always remain in the front, like other dialogs (snapshot,
export, etc.)
