Do you have Preferences > Editor > Snap > "Grid switches to alternate selection for Internal Edit tools" enabled?

In that case "Snap" setting is remembered for Draw and internal edit mode.
So switching tools will restored the recently used snap setting for those tools as well as for the other 5 tools

If the preference is *disabled* any changes to the snap and grid that you make in draw or internal edit mode are discarded when you leave those modes.

The preference was disabled. When preference is enabled, all works as it has in the past. No bug. User error.
