Summary	0007662: timestretch tool will not 'resample without preserving pitch' when controlled by pop-up 'percent' field
Description	when using the time-stretch tool set to 'resample without preserving pitch', controlling the region length by entering a number in the 'percent' field in the pop-up window does in fact preserve pitch, rather than resulting in a lower/higher pitched region. the tool works as expected, however, if region length is modified by dragging the region end with the mouse tool.
