Description	add a new action to set monitoring state on a track without using the mouse
Additional Information	when ardour is used to do monitoring, the in/disk/auto setting per track is of relevance. it would be nice to make this function available as action possible operations: -use keyboard shortcut to set -use menu entry on track context to set -control surfaces can use action to set
