Summary0010113: Bottom Dock - Setting to make show and hide behavior consistent
DescriptionBottom Dock = Properties Panel

`NOTE`
I had originally spent a lot of time typing many separate posts, trying to narrow down and provide solutions for all the different behaviors I noticed with how the bottom dock opens and closes.
After all that, I came to a conclusion/realization that (if correct) maybe could be helpful to you guys to not have to waste the time that I spent on the topic, that I figured I would share if anyone is interested.
As I have mentioned, this site is very difficult to use due to its restrictive post limitations.
I will be making other related bottom dock posts that I would like to link together but might not be able to in the same session.
I will always try to put "Bottom Dock - " title prefixes if anyone is interested in searching for them in the future.

`ISSUE`
The bottom dock is designed to open and close on its own.
This (at least to me) could result in some inconsistent and confusing behavior depending on the scenario it is being used in.

To me, it seems that there might not be enough reasons to make the bottom dock section open and close on its own.
So while performing various actions, the bottom section keeps opening and closing which can be distracting to the user (if user wants bottom dock to remain "on").

As mentioned I typed out many posts / examples I noticed but decided not to provide them (unless needed). I will just provide my realization/possible solution below.

`POSSIBLE SOLUTION`
Developers would have to decide if this will be the only/default behavior, but I will just present my realization as a suggestion for this to be made available in a setting.

With there not being enough reasons to make bottom dock open and close on its own, I am suggesting to add a setting that would make it so that when the bottom dock is set to "on", that it just shows all the time.
If there is no data to be seen, then the bottom dock would just be blank, but still remain open.
This would provide user the ability to turn the bottom dock "on", but not have it constantly opening and closing on its own based on users actions. Just on/off, just like the LEFT sidebar and RIGHT sidebar behave currently.

User could then just use keyboard shortcut to turn bottom dock on/off manually when needed/not needed.

Hopefully this is in some way helpful / worth posting
Thank you to anyone who reads this
Steps To ReproduceMentioned was not going to post examples unless needed.
There are many variables/combinations but here are some things to try

-Tracks with no effects = hides
-Tracks with effects = shows
-Region select = shows

-Region deselects = stills shows previous region info (strange I made a separate post about this)
-Yet Track with effects = shows, but if deselect a track, then it DOES NOT still show previous track selected info like it does with regions

-`Grab Mode` select Region = shows
but if you change to `Range Mode` and create a range selection = hides

As user is performing these various actions, the bottom dock will keep opening and closing over and over, could be distracting/sickening.
